SAPS Eastern Cape Issue Warning

with Regard to the Hunting Season
The SAPS Eastern Cape Province wants to inform the public that we will be policing the hunting season. Hunters must please adhere to the Hunting Proclamation for the Eastern Cape 2012.
The Kudu hunting season only opens at sunrise on 2012-07-01 (Sunday).
There will be joint roadblocks held at various points by the Stock Theft Units as well as Nature Conservation Enforcement officers to police the Game Theft Act, Stock Theft Act as well as this proclamation. The operation commences on Friday 28 June 2012 until the end of August 2012.
Hunters and farmers are cautioned to abide by the regulations as well as ensure that they have the relevant documents to transport such game, hunting permits and firearm licences when requested by the law enforcement officers.
Should anyone have information of persons not abiding by the proclamation or about persons receiving illegally hunted game, they can contact the Stock Theft unit within your area.

WATER TARIFFS IN NXUBA AND
AMATHOLE MUNICIPALITY
Thanking all those interested citizens who went to the trouble of signing the petition against the unacceptable water tariffs(± 134% increase) to be implemented by Amathole District Municipality. This combined effort between the Adelaide and Bedford Ratepayers Associations filled 26 pages with signatures. This petition was faxed to the office of the Municipal Manager of the Amathole District Municipality and the local Democratic Alliance councillor also faxed a copy to the Speaker of The Eastern Cape Provincial Legislature.
Aware
Petitions make MPLs aware of citizens’ problems by petitioning the Legislature. The Constitution provides for the Legislature to receive petitions, representations or submissions from the public, interested parties or institutions. In terms of Rule 188, the Legislature may receive oral or written petitions. The political function of handling petitions rests with the Speaker’s Office, whilst the Public Participation and Petitions unit handles the administrative function. The Legislature established a Public Participation and Petitions Committee to consider petitions submitted to the Legislature as a follow-up on service delivery issues. This committee also oversees the public participation programmes of the Legislature which includes public education programmes.
Request
A petition is a written request or complaint made by a member of the public. A petition can be in the form of a letter or a document. A petition can be submitted by a single individual or by a large group of people or organisation.
There is no set structure regarding how a petition should be written. The main rule of a written petition is that it must contain the name, address and signature of the person sending the petition. If a person is unable to write, they can contact the Public Participation Unit for assistance. The cycle of a petition is as follows:

  • Petition is received and recorded in a register of petitions.
  • A letter acknowledging receipt is written to the petitioner.
  • Petition is referred to the Office of the Speaker with recommendations within 7 days of receipt.
  • The Speaker then refers the petition to the relevant Portfolio Committee or MEC or government department for consideration within 7 days of receipt.
  • The Portfolio Committee or the MEC or the government department must report back to the Legislature on the progress made.
  • On-going feedback to petitioner by Petitions unit officials

Approach
Councillor Lombard, along with numerous other DA councillors and supporters from the Amothole Constituency and Buffalo City Amothole Constituency and Buffalo City participated in a picket against the tariff hikes in front of the Amathole Head Office and Daily Dispatch in East London on Friday 22 June.
The Municipal Manager of Amathole received the petition and thanked everyone for exercising their democratic rights regarding such matters. He also mentioned that the Mayor would be approached on this matter and also the Department of Water Affairs and National Treasury.

STATE OF NXUBA MUNCIPALITY

On 23 May 2012, Nxuba Municipality adopted a blueprint for transformation and service delivery, the Integrated Development Plan and Budget.

The following projects were approved:

1) Traffic Department Testing Centre (R2 million)

2) Fencing of Cemeteries (R392 thousand)

3) Goodwin Park Hall (R1,8 million)

4) Red Township Access Road ( R1.95 million)

5) Re-gravelling of Bedford Streets (R1,5million)

6) Re- Gravelling of Red and Bez’ville Streets (R500 thousand)

7) Adelaide Town Streets (R1 million)

8) Bedford Town Streets Surfacing ( R2 million)

9) Bedford Garden Festival ( R250 thousand)

The Office of Mayor/Speaker will also ensure:

 

1) Establishment of twinning agreements

2) Partnership with tertiary institutions

3) Offering of bursaries to students

4) Training of unemployed graduates ( in Municipal competencies)

5) Establishment of community radio station

6) Establishment of Further Educational Training in partnership with Lovedale College.

7) Renovate Municipal buildings

8) Job creation and poverty alleviation

9) Purchase of plant and machinery

10) Training Councillors and employees

11) Empowerment of youth and women

Amathole Municipality plans to implement the following projects to the tune of R19 million:

1) Eradication of bucket system- Adelaide and Bedford

2) Remedial works at Fish River Pumping Scheme

3) Upgrading of Koonap Canal to Adelaide town dam

An access point event was hosted whereby Government Departments provided services on wheels to the public and this is to be continued as part of the Inter-Governmental Relations framework. All sector departments that have projects at Nxuba will participate in this outreach program in order to inform the public about these projects and also how they benefit Nxuba residents.

The Municipality also intends partnering with communities and Government Departments to resolve issues related to refuse collection, roads construction and ageing electrical infrastructure.

Council currently enjoys political stability and labour peace, adheres to the principles of natural justice and has adopted a zero tolerance towards corruption.

The Municipality is making good progress in building a strong administration and will in this financial year fill the position of Municipal Manager, IDP/PMS(Integrated Development Plan and Performance Management System) and Internal Auditor. ( These last two mentioned critical posts have been vacant for years and the post of the previous Municipal Manager might just as well not have existed as he did a gross injustice to this Municipality and community by totally neglecting his duty and allowing political interference in administrative affairs.)

The public will in future be informed on a quarterly basis regarding the strategic direction and organisational performance of Nxuba Municipality.

THE BEST NEWS IS HOWEVER THE FACT THAT THE MINISTER OF WATER AFFAIRS AND ENVIRONMENTAL AFFAIRS ON 16 MAY 2012 MADE AN ANNOUNCEMENT REGARDING THE FOXWOOD DAM.

The feasibility planning is currently underway and the project could deliver water by 2018.

The current estimate of the project is R200 million.

This bodes well for the future of Nxuba as WATER IS LIFE and we look forward to many beneficial projects, opportunities and possible investments to boost our community.
